In accordance with Article 18 of the law on Education, the 12-year secondary education is obligatory until the learner’s turning 19, if that right has not been enjoyed earlier.

The RA Deputy Minister of Justice Arpine Sargsyan has informed that in the RA penitentiaries there are about 300 persons deprived of their liberty, who have no certificates of the 9^th or 12^th classes. According to the rapporteur, it’s difficult to carry out different re-socialization work with them. Thus, within the framework of the general national educational system policy it was proposed to make addenda to the law on Education.

The draft authored by the Government was debated at May 17 sitting of the Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport.

The executive body, particularly, proposed not to spread the 19-year age restriction on the convicts serving sentence of imprisonment in the penitentiaries, whose term of imprisonment term has remained more than 1 year at the moment of submitting an application in written form on enjoying the right to education. The convicts can enjoy their right to education by their wish at the expense of the RA state budget.

It was proposed to design August 1, 2022 as a term for the law entering into force, taking into consideration the beginning of the educational year. Relevant methodology of the condensed programmes will be approved by that term.

At the deputies’ request, Arpine Sargsyan gave clarifications on the development of teaching methods and on the distant organization of the education in hybrid version.

It was suggested to debate the draft in 24-hour regime.

The revised draft was endorsed.
